Health insurance risk pools that are structured on social solidarity principles are particularly susceptible to anti-selection. This paper will present evidence of the effects of anti-selection with particular reference to the South African medical scheme market and assess the mechanisms for managing anti-selection and the associated risks with respect to coverage and affordability.
